Inmany societies poverty will remain as a chronic and cumulative impediment to education (Branson & Zuze, 2012; Palardy, 2013). This begs asking which frameworks could guide education research and policy agendas where chronic poverty prevails. How can education scholars contribute to quality education when poverty prevails?
